Sorunlu Tabiatı ve Biolojik Çeşitiliği Koruma yasa tasrısı

Avrupa Birliği Türkiye İlerleme Raporu 2010, önümüzdeki günlerde
meclise gelmesi beklenen Tabiatı ve Biolojik Çeşitiliği Koruma yasa
tasrısını AB standartlarına uyumlu bulmadı. Hatırlayacağınız gibi yasa
tasarısı, İkizdere'nin Koruma Kurulu tarafından sit alanı olarak ilan
edilmesinin ardından ggundeme gelmişti.


2.Ekte bulacağınız raporun 90. sayfasında Çevre Faslı altında, "nature
protection" paragrafının başında aynen şu ifade yer almaktadır:

"No progress can be reported on nature protection. The draft law on
nature protection and
biodiversity, submitted to the Turkish parliament, raises concerns, in
particular as regards the
abolition of the current protection status of many sites that would be
a useful contribution to
the Turkish Natura 2000 network."

"Doğa koruma konusunda herhangi bir ilerleme kaydedilmedi. Doğa koruma
ve biyolojik çeşitlilikle ilgili Meclis'e sunulan taslak yasa,
özellikle Türkiye'nin Natura 2000 ağına katılabilecek birçok alanının
mevcut koruma statüsünü ortadan kaldıracak olmasından ötürü endişe
konusudur"


"The national biodiversity strategy and action plan, and
implementing legislation on birds and habitats remain to be adopted.
There is growing
concern about the negative effects on potentially protected species of
flora and fauna of
building new water and energy infrastructure in the eastern part of
the country. The list of
potential Natura 2000 sites has not yet been compiled. An amendment to
the by-law on the
protection of wetlands has weakened the protection status of wetlands,
which are protected
under the Convention on Wetlands of International Importance.
Responsibility for nature
protection is not clearly allocated between the various competent institutions."

ifadesiyle devam eden aynı faslın sonuç bölümünde de:

"Turkey has made very limited progress as regards climate change and
no progress in the area of nature protection."
Yani:
"Türkiye iklim değişikliği konusunda çok sınırlı ilerleme kaydetmiş ve
doğa koruma konusunda hiç ilerleme kaydetmemiştir" denilmektedir.
